The Ministry of Information Technology and Telecommunication is developing a National Artificial Intelligence Policy, which is in its draft stage. The policy aims to balance innovation and risk mitigation, and consists of five main pillars, including an AI Regulatory Directorate and Center of Excellence in AI.

The Ministry of Information Technology and Telecommunication has yet to finalize the National Artificial Intelligence Policy. Governments worldwide are developing processes, procedures, and regulations to harness the potential benefits of Artificial Intelligence while mitigating its risks.
Sources close to ProPakistani reveal that the policy is currently in its draft stage, with consultations with stakeholders set to take place soon. The Draft Policy has been published on the Ministry’s website since June 2023 to gather feedback from all parties involved.
An Artificial Intelligence Policy Committee, comprising experts from industry, academia, civil society, and Government, has been established by the Ministry of IT & Telecom to finalize the draft policy. The regulatory framework outlined in the draft policy is comprised of five main pillars.
Currently, Pakistan lacks an AI-specific regulatory structure. However, various initiatives, including the National Cyber Security Policy 2021, Pakistan Cloud First Policy 2022, CERT Rules, 2023, and sectorial Regulations like Critical Telecom Data and Infrastructure Security Regulation (CTDISR), aim to address the challenges associated with AI use. The Data Governance Policy will create an environment conducive to seamless data exchange, as envisioned in the Digital Economy Enhance Project (DEEP).
The first pillar of the proposed AI Policy provides for the establishment of an AI Regulatory Directorate, a Center of Excellence in AI, and other measures to create an AI-specific regulatory framework. This will conduct need-based assessments of data created and processed for defined purposes.
The Draft AI Policy aims to strike a balance between promoting innovation and addressing potential risks, ensuring AI is used for the benefit of society.
